JUBA — Lt. Gen. Rabi Mujung Emmanuel, the Governor of Central Equatoria State, has initiated a leadership change. The governor dismissed Juba City Council Mayor Johnson Swaka Ngisak and his two deputies. This move represents a broad restructuring of the city’s administration.

Juba City Council Overhaul

Dismissal of Key Officials

The decision, formalized through four gubernatorial decrees, was made public on Friday. Governor Mujung’s action signifies a major shift in the Juba City Council. The aim is to reshape the city’s leadership.

Decree No. 01/2025 officially terminated the services of Mayor Ngisak. Also dismissed were Thiik Thiik Mayardit, the Deputy Mayor for Administration and Finance, and Juma Moses Michael, the Deputy Mayor for Infrastructure and Environment.

Appointment of New Leadership

Subsequently, Decree No. 02/2025 announced the appointment of Christopher Sarafino Wani Swaka as the new Mayor. This appointment signals a fresh direction for the Juba City Council.

Further changes outlined in Decree No. 03/2025 named Jenifer Yabu Lasuba as Deputy Mayor for Administration and Finance. Lual Joseph Deng is now Deputy Mayor for Social Services. Stephen Lomude Martin assumes the role of Deputy Mayor for Environment and Waste Management.

Reassignment of Former Mayor

In a noteworthy development, Mr. Johnson Swaka Ngisak, the outgoing Mayor, received a new assignment through Decree No. 04/2025. He will now serve as a Senior Technical Advisor to the State Ministry of Local Government and Law Enforcement Agencies.

According to the Governor’s Office, all four decrees took effect immediately upon signing on October 17, 2025. This swift implementation indicates the urgency and importance of the changes.

Implications of the Restructuring

This marks the initial major administrative restructuring of the Juba City Council under Lt. Gen. Mujung’s governorship. He assumed office as Governor of Central Equatoria State. The official statement did not disclose specific reasons for this significant shake-up.
