Morocco’s Development Plan: A Win-Win for Africa?

South-South cooperation is a key part of Morocco’s royal diplomacy. Omar Hilale, Morocco’s Permanent Representative to the UN, made these remarks at the 14th Atlantic Dialogues conference in Rabat on Saturday.

Morocco’s Regional Development Strategy

Hilale spoke on a panel called “North-South Transatlantic Partnerships: Between Expectations and Realities.” The Policy Center for the New South organized the discussion. Hilale emphasized that Morocco’s development is tied to its regional environment.

Morocco’s location allows a pioneering role in international cooperation. It sits at the crossroads of several key regions. These include the Atlantic, Mediterranean, Europe, Africa, the Middle East, and the Americas.

Call for Paradigm Shift

Hilale argued for a change in international economic relations. He stated the South needs to access its development potential. This can be achieved through co-financing, project participation, and technology transfer. Equitable market access is also crucial, he added.

Hilale called for moving beyond exporting only raw materials. Morocco transforming phosphate into fertilizers is an example. The country now shares its expertise through South-South cooperation.

This “win-win” cooperation seeks development that ensures security and prosperity. King Mohammed VI’s initiative to help Sahel countries access the Atlantic is an example. This initiative demonstrates a practical application of this strategy.

Morocco as a Development Hub

Morocco has become a hub for development in the Sahel and Atlantic Coast. Its port, railway, and highway infrastructure enable this role. This infrastructure supports development across African countries.

Digital Transformation in Africa

Hilale also discussed the technological aspect of cooperation. He mentioned the “Hub Morocco Digital for Sustainable Development” (D4SD) initiative. This program is aligned with the King’s vision.

The D4SD initiative seeks to accelerate digital transformation in Africa and the Arab region. “This strategic initiative positions Morocco as a catalyst,” Hilale stated. It aims for inclusive and sustainable digital transformation serving African and Arab nations.

Atlantic Dialogues Focus

The panel explored how to reconcile Southern expectations with Northern realities. It also considered strategic interests to build stronger partnerships. This is especially important in a multipolar world.
