Abyei: South Sudan Revives Dialogue Efforts

Abyei Region Dialogue

President Salva Kiir Mayardit has reconstituted a high-level committee. The committee’s purpose is to facilitate dialogue regarding the Abyei region. It will also expedite the resolution of its final status.

The decree, announced Friday night, outlines the committee’s mandate. The committee will directly engage with Sudan’s government. Furthermore, it will report progress to the president monthly.

Committee Leadership and Membership

Dr. Benjamin Bol Mel, Vice President for the Economic Cluster, will lead the committee. Pieng Deng Majok will serve as the deputy chair. Their leadership aims to guide negotiations effectively.

Chol Mawut Ungwech Ajongo, Minister of Presidential Affairs, is the Rapporteur. Martin Otimoya is the Deputy Rapporteur. They will manage communication and documentation.

Monday Semaya Kumba, Minister of Foreign Affairs, and Gen. Chol Thon Balok, Minister of Defense, are also members. A member of Parliament representing Abyei will participate.

The Director General of the Internal Security Bureau will also be a member. Moreover, the Chairperson of the Abyei Oversight Committee is included. Representatives from civil society will also participate.

Committee Mandate

The committee is tasked with pursuing Abyei’s final status with Sudan. It will also present South Sudan’s position to international partners. This will be in line with the Comprehensive Peace Agreement (CPA).

The committee will advise the government on steps toward a settlement. This will ensure lasting resolution of the Abyei issue. This includes advice on necessary steps toward a settlement.

Abyei’s Contentious Status

Abyei, a resource-rich border region, remains a point of contention. It has been disputed between South Sudan and Sudan since 2011. Its final status remains unresolved.

The 2005 Comprehensive Peace Agreement (CPA) granted Abyei special status. It also called for a referendum to determine its future. This referendum has not yet occurred.

Implications of the Reconstitution

Analysts suggest the committee’s reconstitution indicates renewed commitment. President Kiir’s government is focused on dialogue. It aims for a lasting resolution to Abyei’s status.
