Mobilizing Climate Finance
The meeting addressed mobilizing global climate finance. It aimed to support Africa’s green development agenda. Equitable support for African-led climate solutions received particular attention.
ACS2 is scheduled for September 8–10, 2025. It will occur at the Addis International Convention Centre. The theme is “Accelerating Global Climate Solutions: Financing for Africa’s Resilient and Green Development.”
Summit Objectives
Foreign Minister Dr. Gedion Timothewos opened the consultations. Planning and Development Minister Fitsum Assefa moderated. Officials emphasized Africa’s minimal contribution to global emissions. Despite this, Africa remains highly vulnerable to climate change.
The Ministry of Planning and Development presented the summit’s concept note. Abas Mohammed, CEO at the Ministry, outlined ACS2’s vision. The summit seeks to unlock grant-based climate finance. It also intends to drive sustainable investment across Africa.
Domestic Leadership
Participants highlighted Ethiopia’s Green Legacy reforestation campaign. They cited it as an example of domestic climate leadership. Such initiatives require international support for scaling.
Partnerships and Goals for ACS2
The Government of Ethiopia, partnering with the African Union, launched the official ACS2 website. Prime Minister Abiy Ahmed stated the summit offers “a vital opportunity to redefine Africa’s aspirations for a climate-resilient and prosperous future.”
Abiy noted that Agenda 2063 and Africa-led solutions would guide the summit. He added that “African leadership must shape fair and practical global climate action.”
Building on ACS1
ACS2 succeeds the first Africa Climate Summit (ACS1). ACS1, held in Nairobi in September 2023, garnered over $20 billion in pledges. It also resulted in the Nairobi Declaration. The declaration urged expanded investment in renewable energy and carbon markets.
Organizers intend for ACS2 to increase momentum for Africa’s unified position on climate finance. This preparation will be useful ahead of major global forums. These include COP30, G20, and the UN General Assembly.
Expected Outcomes of ACS2
Key expected outcomes from the summit include:
- The Addis Ababa Declaration on climate finance and resilient development;
- A push for scaling grant-based climate finance;
- Promotion of African-led climate solutions;
- Strengthening of country platforms and local systems to deliver climate finance;
- Strategic partnerships to support just transition and climate justice efforts across the continent
